Do Iowa's public universities require the SAT or ACT in 2026?
As of October 2026: No. All 3 Iowa public universities we checked are test-optional: a score is considered if sent, but not required (University of Iowa, Iowa State University and University of Northern Iowa).
Iowa's three Board of Regents universities are test-optional: no applicant is required to submit an ACT, SAT, or CLT score to apply, but a submitted score is one of three inputs (with GPA and core-course count) into the Regent Admission Index (RAI), where a score of 245+ guarantees automatic admission; applicants who decline to submit a score are instead evaluated on GPA and completed core courses.

The statewide rule
Test-optional. Set by Iowa Board of Regents (governs University of Iowa, Iowa State University, University of Northern Iowa), covering first-year applicants to Iowa's three Regent universities.
“Iowa high school graduates must achieve a Regent Admission Index (RAI) score of at least 245 and take the minimum number of required high school” — iowaregents.edu
The RAI formula is: (ACT composite, or converted SAT/CLT, score x 3) + (cumulative GPA x 30) + (years of required high school core courses x 5). A test score IS one of the three RAI inputs and is required to compute an RAI number, but a test score is NOT required to apply or be admitted: Iowa State's official page states that applicants who decline to submit a score are instead evaluated on GPA and completion of core course requirements, and all three Regent universities describe themselves as test-optional. Students with an RAI below 245 (or no score at all) are considered individually rather than automatically admitted.
Iowa Board of Regents: Optional, first-year applicants, University of Iowa / Iowa State / UNI. Students applying for Fall 2026, Spring 2027, or Summer 2027 entry terms may submit CLT scores for consideration, but CLT scores are not calculated into the RAI itself, per the same page. Source

What this means for your family
Optional describes the checkbox, not the outcome. At test-optional colleges that publish both numbers, students who sent a score were admitted at a higher rate than students who did not, and 115 colleges nationally still require one. Take a free mock SAT and a free mock ACT, prepare for the whole test over 6 to 12 weeks, and decide college by college whether to send the score.

Method: for each state, the flagship and the public universities with roughly 8,000 or more undergraduates. Each policy label was read from the university's own first-year admissions page (or the state or system regulation), quoted verbatim, and re-checked by a second pass, October 2026. "Required" means a score is required of most first-year applicants (exemptions in the notes); "test-optional" means a score is considered if sent; "test-blind" means a score is not considered even if sent. Community colleges and private colleges are not covered. Policies change: the page carries the term each page named, and the report is refreshed each October.
