The statewide rule

No statewide rule. Rhode Island Council on Postsecondary Education (staffed by the Office of the Postsecondary Commissioner, riopc.edu), which governs URI, Rhode Island College, and CCRI does not set a testing requirement; each public university in Rhode Island sets its own policy.

Checked the Office of the Postsecondary Commissioner's full policy library (85 board policies, series A/B/F/P/S) at riopc.edu/data/policies/, including the Joint Admissions Agreement (S-12), Residency Policy (S-5), and the public-institution transfer/articulation policy (S-6) — none addresses standardized testing. Also checked the Council/OPC 'About' page for any statement on admissions authority; it describes general academic-program oversight but says nothing about test requirements. No statewide SAT/ACT policy or resolution was found, so each of URI and Rhode Island College sets its own testing policy.

Scores, if sent, are superscored and the ACT writing section / optional SAT essay are not required. No stated exceptions (e.g. for Honors or scholarships) were found that would change this from a straight test-optional label; page does not name CLT.

Exception stated on the same page: 'Candidates to RIC's teacher education programs in the Feinstein School of Education and Human Development must submit standardized test results for consideration.' Page does not name CLT or a specific entering class/term.
Test-optional current first-year applicants (page does not state a specific entering term) — “Rhode Island College is Test Optional. We do not require test results for initial admission to the College.”

What this means for your family

Optional describes the checkbox, not the outcome. At test-optional colleges that publish both numbers, students who sent a score were admitted at a higher rate than students who did not, and 115 colleges nationally still require one. Take a free mock SAT and a free mock ACT, prepare for the whole test over 6 to 12 weeks, and decide college by college whether to send the score.

Method: for each state, the flagship and the public universities with roughly 8,000 or more undergraduates. Each policy label was read from the university's own first-year admissions page (or the state or system regulation), quoted verbatim, and re-checked by a second pass, October 2026. "Required" means a score is required of most first-year applicants (exemptions in the notes); "test-optional" means a score is considered if sent; "test-blind" means a score is not considered even if sent. Community colleges and private colleges are not covered. Policies change: the page carries the term each page named, and the report is refreshed each October.
